Legislative Liaison
The City of Cedar Rapids is looking for a Legislative Liaison to assist the City Manager, Council Members and City staff by providing
support and information to the City Council and City Staff on current legislative issues of concern for the City; monitoring the progress of legislation and performing all necessary work in connection with such monitoring. This position will report directly to City
Council. The annual salary range for this position is $52,312 to $71,864.

This position requires:
- A Bachelor’s Degree in public or business administration or other related
field; and good experience in legislative affairs and City administration. Individuals with a demonstrated combination of experience and training enabling them to perform all required tasks, will be considered
- Good knowledge of: the legislative process; and the principals/practices involved in municipal and government management
- Good knowledge of legislative process within governmental concerns; organization structure and department functions in the City of Cedar Rapids
- The ability to analyze, interpret and compile legislative data for further
action and present to Council for review.
- Advanced verbal and written communication skills
- Ability to devise cost effective approaches to satisfying community needs and aspirations
- The ability to positively represent the City and develop and maintain effective working relationships with a variety of stakeholders; including media representatives, lobbyists, elected officials,
City Staff, Council members, City employees and citizens
Key functions of the Legislative Liaison position will include::
- Serves as City of Cedar Rapids legislative representative keeping abreast of
all current political issues and proposals and may when necessary communicate
the City's position to lobbyists and legislators when council members and/or the
mayor are unavailable
- Coordinates City staff grants committee
- Develops and coordinates education and training information required for
state and federal funding and grant opportunities
- Concisely and effectively communicating all key points of such legislation to multiple stakeholders (City Council, City Manager, City Staff, Citizens)
- Analyzes and researches issues to assist in the formulation of the City of Cedar Rapids’ position on pending legislation
- Communicates the City’s position to Local, State and Federal representative
staff
- Establishes and maintains relationships with Federal Legislators, State
Legislators, Lobbyists, City Council, other City employees and the general
public to continue an open line of communication
- Develops a legislative agenda for City Council approval
- May assist City Lobbyist in lobbying key government officials to promote
passage or defeat of bills of concern to the City of Cedar Rapids as requested
by Council
- Provides the City Council an itemized written monthly legislative report as requested
- Attends council meetings and keep the City Manager and Council fully advised of the legislative concerns of the City
