Jeff Pomeranz, City ManagerJeff Pomeranz serves as the City Manager for the City of Cedar Rapids. The City Manager's Office consists of the City Manager, Economic Development Division, Transit Division, Communications Division, internal-service divisions for Fleet and Facilities, employee programs, Council and City support staff, and citizen customer service. This department serves the citizens of Cedar Rapids by ensuring the highest level of responsiveness, service, and communication in order to help residents and businesses thrive and keep them informed of important City topics.

City Manager

The City Manager leads a diverse team of dedicated individuals, all working together to accomplish great things for our community.  Our City Council is the driving force behind the overall policy decisions that shape the direction of our City. The City Manager, with the help of City Directors and City staff, is tasked with bringing those policy decisions to life in the day-to-day operations of our City.  Much of the work is done behind the scenes. Collecting garbage and recycling, providing the City with great tasting drinking water, maintaining our sewer system, and operating joint communication services are not issues that our citizens think about; but our employees who work to make these services “invisible” to the everyday observer are proud to know their efforts keep our City functioning, keep people safe, and make residents’ lives better.  

Our Form of Government

In 2006, Cedar Rapids changed to the Council-Manager Form of government. Under this form, the Cedar Rapids City Council consists of eight council members plus the mayor. The city council appoints a full-time city manager to carry out the policies it establishes and to oversee the day-to-day administrative operations of city government. The manager is also responsible for preparing the budget and hiring and firing personnel. Each city department is managed by a department director, who answers to the city manager.
