The First Time Home Buyer program is open as of Friday, March 1, 2024, at 5pm.  The application is available at an online portal site by clicking this link: Application Portal.  Be sure to select "First Time Home Buyer" from the list of programs.  Paper applications are available upon request; however, applicants are encouraged to use the online portal to avoid delays.  Please contact us with any questions or issues with the application portal.

Funds are available on a first come, first served basis, and applications will be reviewed in order.  Additional details can be found in the Document Section below, including the brochure, presentation, and frequently asked questions documents.  Note:  the program is meant for those who are ready to begin the homebuying process.  Applicants must have completed a homebuyer education course and have mortgage pre-approval at the time of application.

Homebuyer Education
Applicants are required to complete a HUD-approved home buyer education course before applying. Locally, Horizons offers an on-line homebuyer education course that is HUD-approved, but applicants are able to go through any agency they choose. However, it must specifically state the homebuyer education course is offered by a "HUD-approved" counseling agency in order for it to meet the requirements of the First Time Home Buyer program.  Please note:  the Fannie Mae Homeview Course does not meet the program requirements.  Click here to go to the Horizons class registration website.
