The Purchasing Services Division was established in 1995 by City of Cedar Rapids Resolution 647-4-95.
To excel in public purchasing as a valued resource, fostering innovative purchasing solutions, encouraging professional ethics and maintaining the integrity of open and free competition while protecting the interests of the City.
To provide efficient and timely procurement services that maximize the value for each dollar expended using open and fair competition in accordance with the city's operational purchasing procedures, state and federal regulations, laws, rules, policies and procedures.

The City of Cedar Rapids Purchasing Division has been an annual recipient of the Universal Public Purchasing Certification Council's Agency Certificate Award since 2009 as having earned the honor of a full certified public procurement staff. This award was created to formally recognize an agency's commitment to the value of certification in the public sector. To earn this certification, the staff completed formal education, procurement-related training and a comprehensive public purchasing written exam.
