Leland Harris Homicide Investigation Update

The Cedar Rapids Police Department has been conducting an ongoing investigation into the murder of 34-year old Leland Joseph Harris, DOB/05-13-1983, who was the victim of a homicide in November 2017.    

On November 22, 2017 at 7:24 a.m., police officers were dispatched to the alley in the 500 block of 10th Street SW where Harris was found.  Harris had sustained fatal traumatic injuries. The Medical Examiner’s Office determined that the cause of death was gunshot wounds.  The victim likely died late November 21, 2017. 

As a result of the investigation, a second suspect was identified and charged for the murder. 

Lloyd Koger, Jr., DOB/12-25-1976, age 42, was charged with Murder in the First Degree, Intimidation with a Dangerous Weapon, Conspiracy to Commit a Forcible Felony, Felon in Possession of a Firearm, Accessory After the Fact, and Driving While Barred.  Koger was currently in custody on unrelated federal charges and was served yesterday with the charges from this case. 

In early April 2019, James Stephan Phillips, DOB/02-13-2000, age 19, of Cedar Rapids, was charged for Murder in the First Degree, Theft in the First Degree, Conspiracy to Commit a Forcible Felony, and Going Armed with Intent.   

There is an ongoing investigation and additional details are not available at this time.
