Collision on U.S. Interstate 380 at Wilson Avenue SW (Update #2)

The Police Department has an ongoing investigation by accident reconstruction specialists regarding the collision involving a motorcycle and a passenger car on Tuesday, March 9, 2021 around 9 p.m. on northbound U.S. Interstate 380 just past Wilson Avenue SW.  Based on the preliminary investigation, the driver and passenger of a 2006 Honda CBR 1000RR motorcycle were traveling northbound on U.S. Interstate 380 and struck a northbound 2018 Toyota Avalon.  Both motorcycle riders were thrown from the motorcycle.  

The driver of the motorcycle has been identified as Dylan James Armstrong, DOB/09-10-1994, age 26, of Cedar Rapids.  The passenger on the motorcycle has been identified as Aleece Kimberly Stackis, DOB/05-04-1998, age 22, of Cedar Rapids.  Both victims sustained serious injuries and were transported to the University of Iowa Hospitals and Clinics.  Both individuals remain hospitalized. 

The driver of the passenger car, who was not injured, has been identified as Randy Michael Sieren, DOB/05-03-1977, age 43, of Hiawatha. 

No further information is available at this time. 

Previous Media Release (March 10, 2021, 2:00 p.m.): 

On Tuesday, March 9, 2021 at 9:00 p.m. the City’s Joint Communications Center received multiple calls regarding a collision on northbound U.S. Interstate 380 just past Wilson Avenue SW.  The collision involved a passenger car and a motorcycle. 

Police officers, firefighters, and Area Ambulance Service personnel arrived on scene to find a 26-year old male and a 22-year old female who were apparently thrown from the motorcycle.  Both victims sustained serious injuries.  The male victim was transported to UnityPoint-St. Luke’s Hospital and subsequently transferred to the University of Iowa Hospitals and Clinics.  The female victim was transported to the University of Iowa Hospitals and Clinics. 

Based on the preliminary investigation, the driver and passenger of a 2006 Honda CBR 1000RR motorcycle were traveling northbound on U.S. Interstate 380 and struck a northbound 2018 Toyota Avalon.  Both motorcycle riders were thrown from the motorcycle.  The 43-year old driver of the Toyota Avalon, as well as a passenger in the vehicle, were not injured.    

The identities of the victims are being withheld pending notification of family members.  There is an ongoing investigation by accident reconstruction specialists. 

The northbound lanes of U.S. Interstate 380 were closed from approximately Tuesday, March 9 at 9:00 p.m. until Wednesday, March 10 at 1:00 a.m.  The Police Department was assisted by the Iowa Department of Transportation with traffic control, including re-routing traffic. 

At approximately 11:10 p.m., a Cedar Rapids Police officer, who had his Ford Police Interceptor sport utility vehicle parked for traffic control with emergency lights and directional lights illuminated on U.S. Interstate 380 northbound near 33^rd Avenue SW, was struck from behind by a motor vehicle.  The police officer was transported by Area Ambulance Service to UnityPoint-St. Luke’s Hospital for non-life threatening injuries.  The officer was subsequently treated and released.  

The driver of the 2006 Chevrolet HHR that struck the police cruiser was evaluated by Area Ambulance Service personnel, but did not sustain any injuries that required transportation to the hospital.  The driver, identified as Joseph David Weber, DOB/11-09-1978, age 42, of Cedar Rapids, was arrested for Operating While Intoxicated, Failure to Maintain Control, and Failure to Change Lane Upon Approach to Emergency Stationary Vehicle.  He was transported to the Linn County Jail.
