Subject Arrested for City Services Center Incident
The individual involved in the City Services Center incident on Wednesday, August 23rd was arrested this morning. Russell Jay Howard, DOB/08-19-1975, age 42, was discharged from the hospital this morning and taken into police custody around 9:00 a.m.
Howard was arrested for Carrying Weapons and Unauthorized Possession of an Offensive Weapon. Howard was possession of a shotgun that was altered to a barrel length of less than 18 inches. He was arrested for bringing the shotgun into the City Services Center at 500 15th Avenue SW just after 10:30 a.m. on August 23rd.
Howard was transported to the Linn County Jail.
