The Assessor is charged with several administrative and statutory duties; however, the primary duty and responsibility is to cause to be assessed all real property within his/her jurisdiction except that which is otherwise provided by law. This would include residential, multi-residential, commercial, industrial and agricultural classes of property. Per Iowa Code §428.4, real property is required to be revalued every two (2) years; the City Assessor's Office revalues property every year.
The effective date of the assessment is January 1st of the current year. The Assessor determines a full or partial value of the new construction or improvements, depending upon the state of completion as of January 1st.
The primary duty of the City Assessor's Office is to determine the estimated market value for property tax purposes for land, new construction, existing buildings or improvements to existing real properties. These taxes pay for schools, police and fire protection, road maintenance and other services.
The Assessor's Office does not collect taxes, calculate taxes or determine tax rate.
