Debt & Investor Relations
The Treasury Division of the Finance Department is responsible for debt issuance, management of the City's debt, and the debt compliance reporting for the City.
The Finance Department is committed to establishing and maintaining the highest standard of financial integrity. We obtain this objective through the creation, dissemination and compliance with several financial policies.
Financial Reporting / Information
The Finance Department is responsible for the accurate and timely recording and reporting of all financial transactions of the City.
The Risk Management Division protects the City’s assets using the most cost effective methods, handles claims against the City, and checks certificates of insurance received by the City to ensure they meet the City’s requirements.

Our goal is to ensure that taxpayers receive the maximum value for every expenditure.
Taxes and Fees
The City has primarily three categories of taxation; property taxes, hotel-motel, and local option sales tax (LOST). The City also collects franchise fees for cable and utility services.
Collection Agency - Municipal Collections of America
The City of Cedar Rapids has partnered with Municipal Collections of America (MCOA) to assist in collecting delinquent receivables including automated traffic enforcement citations, utilitity bills and other general accounts receivable.
