8th Avenue SW from 15th Street SW to Rockford Road

Thank you for your patience. This project was completed at the end of June 2023. 

The project included full pavement reconstruction of 8^th Avenue SW from 15^th Street to Rockford Road and of Rockford Road from 3^rd Avenue to 8^th Avenue.  The new Stadium Court SW cul-de-sac was also constructed to provide access to two houses. In addition to pavement reconstruction, storm sewer and water system upgrades were completed. ADA-compliant sidewalk ramps were added to existing sidewalks and pedestrian crossings.

City staff and the contractor’s project managers worked closely with the Cedar Rapids Kernels to ensure no disruption or loss of access to baseball games.

8^th Avenue SW from 18^th Street to 6^th Street was identified early in the Paving For Progress program as a roadway requiring major work. Previous phases included work from 10^th Street to 6^th Street and 18^th Street to 15^th Street. During planning for the portion from 15^th Street to Rockford Road, Utilities/Water Engineering requested replacing the water main on Rockford Road from 3^rd Avenue to 8^th Avenue be included with the project due to its condition. This led to adding the Rockford Road reconstruction to the project. Bids were received virtually on 26 January 2022. Boomerang Corporation of Anamosa, IA, was the successful bidder.

• New water main on Rockford Road from 3^rd Avenue to 8^th Avenue, plus replacing valves and hydrants along 8^th Avenue from 15^th Street to Rockford Road.
• Replacing storm sewer pipes and intakes along both roadways to improve drainage conditions, including adding a stormwater detention basin in the area bounded by Rockford Road, 8^th Avenue, and Stadium Court.
• Pavement reconstruction of both 8^th Avenue and Rockford Road.
• Rockford Road reconstruction and Stadium Court construction were completed in 2022.
