Project Development and Management Manual
This manual provides a defined process to properly plan, develop, and manage Capital Improvement Projects (CIP) for the City of Cedar Rapids. Both City Project Managers (PMs) and Consultant PMs will use this manual. The document provides a central location for all information and resources pertaining to a CIP project.
The manual and its supporting documents will be updated on a regular basis. Please visit often to see if there are updates to critical processes or documents.
Manual Chapters
The manual includes eight major chapters, which should generally be completed in the order listed. Not all projects will necessarily use every process described. The chapters are:

- Chapter 4 - Right of Way
- Chapter 5 - Assessments
- Chapter 6 - Bid Phase
- Chapter 7 - Construction
- Chapter 8 - Project Closeout
