Project Development and Management Manual
Also referred to as the PDMM, this resource was assembled to guide City project managers and engineering design consultants through the process of developing a capital improvements project, from start to finish. This is a high-level guidance document, which references key standard operating procedures, templates, and information resources used throughout a project.

Annual Consultant Meeting
Annual meeting to provide our consulting community with updates on policies, procedures, observations from recent projects and considerations for upcoming projects.

Spring Contractor Meeting
Annual meeting to provide our contractor community with updates on policies and procedures is scheduled for March 1 at Ellis Clubhouse (1401 Zika Ave NW, Cedar Rapids, IA 52405). This meeting will begin at 8 A.M. 

ROW Planning & Specifications Manual
This manual provides guidance for the selection, design, and specification of streetscape amenities in the Public Right-of-Way (ROW) based on roadway type, adjacent land use, and pedestrian activity. It helps developers and consultants use a holistic approach to ensure all aspects of the ROW are considered during the beginning design stage of a roadway or building project impacting the ROW such as the sidewalk. Some of the streetscape amenities included are:

  • Landscape pavers
  • Tree planting
  • Lighting
  • Transit stops/shelters
  • Benches and trash receptacles
Complete Streets Policy
City Council adopted a Complete Streets Policy, Complete Streets Design Standards, and Sidewalk Master Plan on July 22, 2014.
